executive session at 6:00pm to discuss personnel issues.

Approval of Minutes
Motion by Scott Sayward,
seconded by Phyllis Klein, voted and carried (4-0-1) with one abstention
(Bruce Hale) to approve the minutes from the regular meeting on 7/24/07.
New Business
Motion by Craig Jackson,
seconded by Phyllis Klein, voted and carried(5-0) to approve based on
the recommendation of the Office of Real Property, $1,246.24 to
Christina Mace on account #735J102913, due to a clerical error for the
2004-05, 2005-06 and 2006-07 school year.
Motion by Scott Sayward, seconded by Bruce Hale, voted and carried (5-0)
to approve based on the recommendation of the Office of Real Property,
$1,487.70 to NYCO Minerals on account #735J101403, due to clerical error
for the 2004-05 and 2005-06 school year.
Motion by Bruce Hale,
seconded by Craig Jackson, voted and carried (5-0) to approve based on
the recommendation of Judge Dawson, a refund in the amount $9,216.61 to
the Eddy Foundation, parcel#48.04-1-7.000 for their approved tax
exemption status in the 2005 and 2006 school years.
Motion by Phyllis Klein,
seconded Scott Sayward, voted and carried (5-0) to eliminate the Valley
News as an official school newspaper.
The Press Republican will be the official newspaper for the
school. We will continue to
send press releases and other information to the Valley News.
Motion by Scott Sayward, seconded by Craig Jackson, voted and carried
(5-0) to approve the fixed price for fuel oil at $2.4222 per gallon for
the 2007-08 school year as bid by the BOCES cooperative purchasing.
Motion by Phyllis Klein, seconded by Bruce Hale, voted and carried to
approve the fixed price for LP gas/ propane at $1.7950 per gallon for
the 2007-08 school year as bid by the BOCES cooperative purchasing.
Motion by Craig Jackson, seconded by Phyllis Klein, voted and carried
(5-0) to approve the Senior Play entitled “American Idle”.

following resolution for Capital Improvement:

IT RESOLVED BY THIS BOARD OF EDUCATION AS FOLLOWS:
A
meeting of the qualified voters of the Willsboro Central School
District, Essex County, State of New York, shall be held at the
Willsboro Central School Gymnasium, 29 School Lane, Willsboro, New York
in said District, on the 23rd day of October, 2007, at 12:00
o'clock p.m. with polls to be open between the hours of 12:00 p.m. and
8:00 p.m. for the purpose of voting upon the proposition described in
the notice of meeting hereinafter set forth.

TAKE NOTICE that the Board of Education of Willsboro Central School
District, County of Essex, New York, has scheduled a meeting of the
qualified voters of said District to be held at the Willsboro Central
School Gymnasium, 29 School Lane, Willsboro, New York in said District,
on the 23rd day of October, 2007, at 12:00 o'clock p.m. with
polls to be open between the hours of 12:00 p.m. and 8:00 p.m. for the
purpose of voting upon the following proposition:
PROPOSITION
NO. 1
Shall
the Board of Education of Willsboro Central School District, Essex
County, New York be authorized to undertake a capital improvement
program consisting of the construction of alterations, renovations,
improvements to the District's existing K-12 school building to consist
of technology and security system improvements, including other
appurtenant and related improvements, and the acquisition and
installation in and around the foregoing improvements of original
furnishings, equipment, machinery, and apparatus, and other services
incidental thereto, all at a total estimated
cost of $233,000, such cost being raised by tax upon the taxable
property of said School District to be levied and collected in annual
installments as provided in Section 416 of the Education Law, with such
tax to be partially offset by State aid available therefore, and in
anticipation of such tax, by obligations of said District as may be
necessary?
AND
NOTICE IS HEREBY FURTHER GIVEN that applications for absentee ballots
for voting on the above-referenced propositions may be applied for at
the office of the School District Clerk,

. Any such application must be received by the District Clerk at
least seven (7) days before the date of the vote on the above-referenced
proposition, if the ballot is to be mailed to the voter, or the day
before such vote, if the ballot is to be picked up personally by the
voter. A list of all persons to whom absentee ballots shall have
been issued will be available for public inspection during regular
business hours in the office of the School District Clerk on each of the
five days prior to the day of the election except Sunday. Absentee
ballots must be received in the office of the School District Clerk not
later than 5:00 p.m. on October 23, 2007.

as teaching assistant, at Step 2, effective September 1, 2007.

as co-advisors of the National Honor Society.
Reports
from Superintendent
We
are working with the Smith House on a program called “Impact
Training”; it’s a program to help manage concussions in our
athletes. It will test if
the athlete is ready to return back after a head injury.
We will be meeting with Mark Donnelly,
Plattsburgh
High School
who has done the program with his athletes.
All
of our new teachers came in on 8/14/07; they were given a tour of the
district, they reviewed the staff handbook and went over expectations of
them. We had four of our
veteran teachers come and have lunch and answer any questions that the
new teachers may have had.
- District
Independent Auditor
The
auditor is on site and reviewing our financial records.
Everything is going well and hopefully by the first part of
September we will receive her audit report for district review.

Mr.
Hale updated the board on the Old School.
He will go over more at the Old School committee
meeting that will be held on August 21, 2007 at 6:30pm.
